The research question of the thesis was how to make children understand and learn safety issues. In the thesis, a comprehensive entity related to child safety was investigated and developed for the Safety and Chemicals Agency, Tukes, through the means of legal design and service design. The foundation of a safe life is built during childhood, which is why the objective of the work was to guide and instruct children to become future safety experts. The development task, methods and tools sought to engage children and help them learn about safety issues in an exciting way. Both qualitative and quantitative methods were used in the thesis as a basis for empirical content analysis. The theoretical framework of the work focuses on source literature on educational psychology and memory function, as well as related legislation. In addition to the literature review, information was gathered through thematic interviews, a form-based online survey, and familiarization with already existing materials. By combining and analyzing these materials, the work progressed to the development phase, where methods and tools were sought to convey safety information to children. Children were also consulted in the development process. As a result of the development work, the safety character Tuke was created. Tuke acts as the face of Tukes' safety education - a safety information provider that pleases and inspires children. The theoretical framework, thematic interviews, and questionnaires highlighted the need for development work and the versatility of the outcome. The development of the character and the safety education concept for children at Tukes does not conclude with the completion of the thesis but continues with the refinement of the character, teaching materials, and visitation concepts.
